Agricultural film industry how to deal with WTO

In recent years, the agricultural film industry known as “Chaoyang Industry” has developed rapidly. Agricultural film, plastic film, shade nets, insect nets, livestock and poultry warmers, forage grass, rice seedlings, vegetable cling film, etc. The more widely used in agricultural production, has become an important technical guarantee to promote the sustainable development of modern agriculture.
At present, China's agricultural film industry already has more than 1,000 agricultural film production companies with a production capacity of over 2 million tons. Among them, there are about 60 enterprises with an annual production capacity of over 10,000 tons, and about 30 large-scale backbone enterprises. Their production capacity and annual output account for 60% of the national total. Especially during the “Eighth Five-Year Plan” and “Ninth Five-Year Plan” period, the agricultural film industry in China developed rapidly. Some enterprises introduced or added some large-scale production equipment capable of producing multi-functional membranes with large diameters. The production capacity of functional films is very high. improve. The agricultural film production enterprises have started to develop from old, small, scattered, and multi-group groups in the past, and the production concentration has been further improved. Some large-scale agricultural film companies have emerged, and the industrial layout has become increasingly reasonable. By the end of 2000, the annual consumption of agricultural film in China was nearly 1 million tons, covering an area of 200 million mu. It has become the largest country in the world for the cultivation of plastic film and plastic film.
It can be said that the need for efficient agriculture in China has promoted the development of the agricultural film industry. The overall quality of the agricultural film industry, the size of enterprises, technical equipment, development capabilities, product application scope, and the ability to participate in market competition have been greatly improved compared with before. However, it goes without saying that there is still a big gap between the level of agricultural film companies in China and the advanced level in foreign countries; there is still a big gap between the status quo of the use of agricultural film in China and the demand target. In the case of agricultural film companies, the vast majority of production enterprises are small in scale, and they are "poor". The annual production capacity of more than 10,000 tons is already a "backbone" enterprise, and the annual production capacity of 30,000 tons or more is even a "big" enterprise. In terms of the consumption of agricultural film, the demand for low-cost white film in the film of the greenhouse accounted for 77% of the total amount of agricultural film, while the use of functional film accounted for only 23% of the total. The use of functional membranes in developed countries has reached more than 80%. According to calculations, according to the current demand for the development of agricultural film covering cultivation techniques, the suitable area for the promotion of mulching film cultivation in China is 550 million mu. Currently, it has only completed 180 million mu, accounting for only one-third.
At present, the status quo of China's agricultural film industry is that raw materials need to be imported in large quantities, products must be replaced, equipment must be updated, and technologies must be improved. Most companies have limited capabilities in terms of capital, technology, and talent.
At present, the focus of international competitiveness of agricultural film products is mainly on functional films. However, due to the high import price of functional masterbatches, large-scale backbone enterprises that produce functional membranes in China all produce their own functional membrane masterbatches. Most of these masterbatch production equipments are very simple. In addition, there is basically no functional membrane testing equipment for each company, which can only be tested by Daejeong’s practical applications, resulting in a long product development cycle and poor quality. At the same time, China did not produce special resins for agricultural film, and all imported resins were used, which in turn caused the production costs of agricultural film companies to be too high and companies could not afford them.
From the 1950s to the 1980s, greenhouse films began to replace glass as a transparent cover material for greenhouses. From the fixed-point production during the planned economy period to the fierce competition under the conditions of market economy, the agricultural film industry has experienced an extremely uneven The road to development. Today, we must face the severe challenges of the WTO. After China's accession to the WTO, China’s overall tariffs will be greatly reduced, which will inevitably cause the film industry to increase its competitors in production, supply, and sales, and the market competition will become fiercer. The market share of domestic agricultural film will be reduced, directly affecting the survival of agricultural film companies. In addition, due to the constraints of capital and technology, the difficulty of the development of the agricultural film industry in China will further increase. In the face of these heavy pressures, what should the agricultural film industry do?
In the end of April, at the eighth session of the second session of the committee of China Plastics Industry Association Committee of Agricultural Membranes, the agricultural film industry put forward specific measures and goals for responding to the WTO: During the “10th Five-Year Plan” period, it is necessary to accelerate the reorganization of agricultural film industry. , Change the operating mechanism, through the combination of strong and strong, equity participation, acquisitions, mergers and the implementation of standardized corporate restructuring assets, to achieve complementary advantages, the formation of large-scale agricultural film enterprise groups, and further increase production concentration. We must rely on advances in science and technology, actively adjust the product structure, and accelerate product updates. To speed up the upgrading of existing equipment, increase the intensity of new product development, and concentrate on breaking through a number of key advantages, focusing on the development of functional agricultural films, and increasing the proportion of functional films from the current 23% to 50%. To form its own unique core technology, we will bring new products with new varieties, excellent performance, high quality, and low cost to the market as soon as possible; at the same time, we must accelerate research and development and innovation, and minimize the gap with the world's advanced level.
The accession to the WTO is the current trend in the world, and the agricultural film industry should study countermeasures and fight seriously. However, because the agricultural film products are agricultural products, in order to support agricultural production for many years, fixed-point enterprises in the agricultural film industry have benefited the farmers for a long time and made enormous sacrifices. They have been in a state of low profit, capital preservation or even loss, which has led to a serious shortage of industry development potential. The agricultural film industry is eager to seek greater development and needs the necessary support of national policies. The first is that the relevant state departments must establish a regular review, registration, and filing system for the production scale, production capacity, product quality, and testing methods of existing agricultural film production enterprises. It is recommended that local industrial and commercial departments should rectify the enterprises that do not have production conditions and suspend business within a time limit until the business license is revoked. The second is the preferential policies for the reduction of import and export of raw materials and required additives and functional masterbatches for the production of agricultural film industry in China, and the preferential policies for exempting import value-added tax; the policy of importing limited quantities of imported agricultural film is common. The agricultural film shall maintain the existing tariffs and appropriately increase the import tariffs for multifunctional and high-tech agricultural films so as to ensure that the domestic film industry will realize the upgrading of products within a certain period of time. Then there is the further clarification and improvement of China’s industrial policy, allowing foreign investors to use international high-tech to produce multi-functional, high-grade agricultural film; to give preferential policies to domestic agricultural film companies to put into use high-tech agricultural film to promote China’s agriculture. Structural adjustment of the film industry. In addition, the state should also invest in the construction of several large-scale agricultural functional film additives production plants with large output, high quality, and strong scientific research and development capabilities to meet the needs of agricultural film production enterprises.
In fact, not only has the accession to the WTO brought challenges to the agricultural film industry, but also the agricultural film industry has provided a stable, open, fair and competitive international trade environment, which has provided the conditions for China's agricultural film products to reach the international market and is conducive to accelerating the use of agricultural film in China. The structural adjustment and optimization of the industry, in accordance with international market requirements and international practices, organize the production and operation, and accelerate the upgrading of products.
In fact, many companies in the agricultural film industry have already turned their sights to the international market, vigorously reformed and innovated, and achieved remarkable results. Jilin Baishan Xifeng Plastics Co., Ltd. is one of the fast-growing enterprises in the agricultural film industry in recent years. Its annual output of agricultural film has reached 30,000 tons. Recently, the plant has also expanded its capital through the merger of Xi’an Plastic Products Factory. It plans to produce 50,000 tons of farmland membrane during the “10th Five-Year Plan” period. The leading product of Henan Plastics Co., Ltd. is an ordinary farmland film. To adjust the product structure as soon as possible to meet the market demand, the plant has now added a large-scale multi-functional production line such as ultra-wide-width multi-layer co-extruded composite film, and its production capacity has been 2 Ten thousand tons increased to 30,000 tons. Enterprises such as Chongqing Plastics Third Factory and Zhejiang Hangzhou Xinguang Plastics Factory have transformed their state-owned enterprises into flexible private enterprises through asset restructuring and conversion operations to adapt to the fierce competition in the agricultural film market. Hebei Baoshuo Group and Xinjiang Tianye Co., Ltd. have made great efforts to raise funds through financing channels such as the securities market in recent years, which has strengthened the strength of the company and has driven the development of enterprises into the fast lane.
The agricultural film industry has taken a solid step toward the WTO, and people are looking forward to it going all the way!
