Interpretation of New Hygienic Standards for Food Containers and Materials

It was learned from the China Dyestuff Industry Association that it was drafted by the Nutrition and Food Safety Institute of the Chinese Center for Disease Control and Prevention, and the Shanghai Food and Drug Administration and the International Chemical Manufacturers Association participated in the drafting. The "National Hygiene Standards for the Use of Additives for Food Containers and Packaging Materials" issued by the Ministry of Public Health and the National Standardization Administration Committee (GB9685-2008) was implemented on June 1, 2009. This standard replaces GB9685-2003 “Hygienic Standards for the Use of Additives for Food Containers and Packaging Materials”.

This standard applies to all food containers, packaging material additives production, operation and users. Including packaging, food paper, bamboo, wood, metal, enamel, ceramics, plastics, rubber, natural fibers, chemical fibers, glass, composite packaging materials and other products and food contact coatings, including food in the production and operation process Food contact machinery, pipes, conveyors, containers, utensils, tableware, etc.

This standard specifies the principles for the use of additives for food containers and packaging materials, the types of additives permitted for use, the scope of use, the maximum amount used, the specific amount of migration or maximum residue, and other restrictive requirements. A list of 959 permitted additives is provided in the form of an appendix (116 of them are dyed in the list). The standard specifies the colorant purity requirements:

1. The amount of impurities detected in 0.1 mol/L hydrochloric acid accounts for the mass fraction of the colorant: 锑 ≤ 0.05%; arsenic ≤ 0.01%; 钡 ≤ 0.01%; cadmium ≤ 0.01%; chromium (VI) ≤ 0.1%; Lead ≤ 0.01%; Mercury ≤ 0.005%; Selenium ≤ 0.01%.

2. The mass fraction of other impurities in the colorant should be in accordance with: PCBs ≤ 0.0025%; aromatic amines ≤ 0.05%, of which the three substances of diaminobiphenyl, β-naphthylamine and 4-aminobiphenyl are respectively or respectively ≤ 0.001%.

According to the understanding of the contents of the printed manuscript (according to the promulgation of the printed manuscript), some of the organic pigments and dye products that can be used are not included in the list of standards, and will cease to be used after June 1.
